Our science policies are piecemeal, says C N R Rao

BANGALORE: The first step for reviving science in India is to create a conducive environment for youngsters, says Professor C N R Rao, chairman of the Scientific Advisory Council to the Prime Minister, who was honoured with the Bharat. “The need of the hour is to create places for youngsters to work like the IT industry has done,” he told TOI. “Look at the situation today — you’ve just a handful of institutions specialising in science. When there’s no place for the young, why’ll they choose science? Our policies on science are just piecemeal.” Lamenting the rules governing scientists and science, Prof Rao said: “A district office in Bangalore and a science institution are governed by the same rules. This is ridiculous. Scientists and IAS officers are governed by the same rules. We may be outstanding, but rules will run down even those who want to join science. We must change this. Some changes don’t require money, just a mindset change. How long can you keep on fighting? I am tired.” About the new IITs, the professor said: “We wanted three IITs. They opened eight. And see their state today. They’ve no campus. How do you expect students to study in an environment which lacks basic facilities to nurture their talent? The problem is these decisions are taken without proper consultation. Those with partial knowledge decide on such critical matters. We must create and maintain institutes of excellence. That’s the only way for India to become a global player in science. There’s no dearth of talent in our country.” Prof Rao also called for more private sector investments in science. “Their contribution is negligible,” he said. “It may be just 5% to 10%. The remaining 90% is dependent on the government. How will it improve if this is the situation?”
